Civil Engineering Companies in the UK: 48,000+ Active Firms (2026)
Civil engineering companies design, build and maintain transport, energy, water, waste and communications infrastructure across the UK.
Buying centres tend to sit with public-sector infrastructure clients, local authorities, regulated utilities, network operators and private developers carrying planning or asset obligations. Procurement is usually run through bid, commercial, engineering, project-control and health-and-safety teams rather than a single buyer. The better-matched suppliers have delivery capacity across multiple sites, with civil engineers, quantity surveyors, project managers and site operations staff working around tendered scopes, measured work and change control. Engagements are often framework-based, term maintenance contracts or design-and-build packages, so sales cycles are formal and evidence-heavy: insurance, safety performance, accreditations and delivery history can matter as much as price.
48,878 civil engineering firms are actively trading in the UK, giving the sector a long tail of contractors, design-and-build specialists and project-delivery entities. Scale is uneven: 1,199 companies report turnover above £5M, while 13,312 were incorporated since 2022. Reported employment totals 11,166 people, so the headcount footprint sits well below the apparent legal-entity count. That pattern fits a market in which framework work, subcontract chains and project-specific vehicles can multiply company numbers without implying equivalent delivery capacity.
UK civil engineering work sits inside the construction health-and-safety regime rather than a standalone infrastructure regulator. The Health and Safety Executive frames the Construction (Design and Management) Regulations around project notification, construction and building work, legal duties and defined roles for clients, designers, principal contractors, contractors and workers. The Civil Engineering Contractors Association provides the trade-body reference point for contractors building and maintaining infrastructure networks. ONS construction releases also matter for context: current-price new work and new orders have been rising, with private infrastructure among the contributors, so capacity and pricing conversations tend to be tied to the wider construction cycle.
Commercially, the cohort appears split between small civil contractors with local tender exposure and a narrower group able to carry multi-site delivery, bonding, insurance and safety-management obligations. Procurement tends to favour firms that can evidence delivery history, governance and balance-sheet resilience, which may keep scale-up paths slower than in lighter-services markets. Newer entrants are likely to cluster around specialist packages, maintenance niches and subcontract roles before winning framework positions. Consolidation remains plausible where owners need broader regional coverage or complementary technical capability, but the sector’s project risk and working-capital demands limit easy roll-up stories.

Key facts
About 2% of the trading cohort reports turnover above £5M (1,199 of 48,878 firms) — the rest sits below that revenue band.
27% of the cohort was incorporated since 2022 (13,312 firms), so a sizeable share is in its first few filing cycles.
The Construction (Design and Management) Regulations 2015 set duties for clients, designers, principal contractors, contractors and workers.
The Health and Safety Executive regime covers project notification, construction and building work, legal requirements, and role responsibilities.
ONS construction statistics for Great Britain put new work at £140,684 million in 2024, up 1.4% in current prices.
New construction orders rose by 5.6% to £71,707 million in 2024, with private infrastructure among the main contributors at 15.4% growth.
The Civil Engineering Contractors Association frames the contractor base around transport, energy, water, waste and communications infrastructure networks.

How UK civil engineering companies work and how to sell to them
What they do
Civil engineering companies earn revenue from tendered project delivery, maintenance call-offs, design-and-build packages, specialist site works and professional engineering services. Pricing typically combines fixed-price scopes, measured work, schedule-of-rates activity and agreed variations when site conditions or client requirements change. Margins depend less on list price than on estimating accuracy, programme control, subcontractor management and recovery of change. Smaller contractors may take local drainage, groundworks or highways packages, while larger operators carry longer framework commitments across transport, energy, water, waste and communications assets. The commercial product is therefore a managed delivery capability: labour, plant, technical design, project controls, safety systems and contractual risk transfer bundled into a bid.
Who they sell to
Most civil engineering firms sell to infrastructure owners and their delivery partners rather than to a single functional buyer. Typical customers include local authorities, regulated utilities, network operators, public-sector bodies, housebuilders, commercial developers and larger contractors passing down specialist packages. Decision groups usually include procurement leads, commercial managers, engineers, asset managers, project directors, finance teams and health-and-safety reviewers. The route to market is often a formal tender, framework application or subcontract package, with qualification checks before price is considered. Sales cycles can run from short quotation-led packages to long framework competitions, and buyers usually ask for method statements, insurance, accreditations, references and evidence of delivery on comparable works.
What they buy
Most civil engineering firms tend to spend on tools and services that help them bid, deliver, evidence compliance and protect margin. Relevant software categories include estimating, bid management, project controls, job costing, document management, field reporting, workforce scheduling, procurement, payroll, accounting, asset management, health-and-safety management and analytics for cost-to-complete reporting. Services spend often covers recruitment, training, legal support, contract claims, accounting, insurance, bonding advice, marketing for framework positioning, and specialist technical consultants such as surveying or geotechnical support. Infrastructure spend can include cloud hosting, mobile devices for site teams, fleet and plant management systems, data storage, cyber security and communications for dispersed project sites.
Why and how to sell to them
Civil engineering buyers tend to evaluate suppliers when work volume, project complexity or compliance burden stretches existing processes. Common triggers include a new framework win, a move into principal-contractor duties, a new regional delivery base, hiring in commercial or project-control roles, or recurring issues with variations, retentions, site reporting and subcontractor performance. Outbound angles usually land better when they connect to tender success, margin protection, audit evidence or safer delivery rather than generic efficiency. A credible message should reference the buyer’s operating model: multi-site projects, measured work, change control, accreditations, insurance requirements and the need to give clients confidence before a contract is awarded.
How this list is built
Data sources
This list is built from UK Companies House filings, XBRL accounts data, and semantic analysis of each company's public website. Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.
Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
