Civil Engineering Companies in Cardiff: 694 Active Firms (2026)
Civil engineering companies in Cardiff design, build and maintain transport, utilities, water and communications infrastructure across the metropolitan area.
Buying decisions tend to sit with public works teams, utility asset owners, developers and principal contractors rather than with facilities or estates buyers alone. Cardiff-based contractors in this field usually compete around framework places, reactive maintenance capability, site delivery capacity and design coordination for works across South Wales. Engagements are often package-based: drainage upgrades, highway works, utilities diversions, enabling works, structures repair or civils support on larger build programmes. The commercial centre of gravity is mid-market contracting, with compliance, health-and-safety documentation and subcontractor management carrying as much weight as design credentials.
Cardiff has 694 actively trading civil engineering companies in this cohort, a compact local base set against the wider South Wales infrastructure market. Reported employment totals 1,350 people, which suggests many firms remain small delivery or specialist subcontracting businesses rather than full-service contractors. The turnover tail is thinner: 33 firms sit above £5M revenue, while 169 have been incorporated since 2022. That mix points to a market with plenty of small contractors and newer incorporations, but a smaller pool able to take on higher-value packages without leaning on consortium or subcontract arrangements.
Construction health-and-safety rules shape tendering as much as delivery. The Health and Safety Executive frames the Construction (Design and Management) Regulations around project notification, construction work, legal duties and defined responsibilities for clients, designers, principal contractors, contractors and workers. For Cardiff contractors bidding into utility, transport and public-works packages, that pushes competence evidence, risk documentation and role clarity into the procurement process. The Civil Engineering Contractors Association also gives the sector a trade-body voice across transport, energy, water, waste and communications infrastructure, which fits the contractor-led structure of much of the local market.
Future movement appears likely to come from procurement discipline rather than a sudden change in demand. Smaller Cardiff contractors tend to win work through specialism, relationships with principal contractors and local delivery capacity, while higher-turnover operators are better placed for framework roles and distributed programmes. Compliance pressure has been a persistent separator, especially where public bodies and regulated asset owners require clearer evidence of competence. Consolidation may continue at the margins, but the more visible pattern is likely to be gradual professionalisation among small civils firms trying to move beyond short-cycle subcontract work.

How Cardiff Civil Engineering companies work and how to sell to them
What they do
Revenue usually comes from priced works packages rather than recurring subscription income. Cardiff civil engineering contractors tend to earn through fixed-price tenders, measured-term contracts, framework call-offs, day-rate plant and labour, and variation orders when site conditions change. The service shape is practical delivery: groundworks, drainage, highways, utilities support, structural repairs, enabling works and site management. Some firms carry design coordination capability, but many make their margin through programme control, compliant site operations, subcontractor supervision and the ability to mobilise crews across South Wales at short notice.
Who they sell to
Typical customers include local authorities, utility asset owners, developers, housebuilders, principal contractors and public-sector delivery bodies. Buying groups usually involve project managers, commercial managers, quantity surveyors, procurement teams, health-and-safety leads and operational asset owners. Smaller jobs may be awarded through relationship-led quoting or maintenance call-offs, while larger packages tend to move through frameworks, approved supplier lists, formal tender portals or RFP processes. Sales cycles vary: reactive works can be decided quickly, but public works and regulated infrastructure packages often require pre-qualification, insurance evidence, method statements and competence documentation before price is considered.
What they buy
Most Cardiff civil engineering firms tend to spend on tools and services that reduce commercial leakage, control site risk and help them evidence competence. Relevant categories include estimating software, bid management, document control, project accounting, workforce scheduling, vehicle and plant tracking, health-and-safety management, training, insurance, payroll, recruitment, legal support and environmental compliance advice. Firms with design coordination roles may also buy CAD, surveying, geospatial, asset information and common data environment tools. Cloud storage, cyber security, mobile device management and finance systems matter because site teams, office staff and subcontractors often need access to the same job information.
Why and how to sell to them
Buying intent tends to appear when contractors move from short-cycle subcontracting into framework work, add compliance staff, take on larger packages or expand across South Wales. Other triggers include new commercial leadership, fleet growth, insurance renewal, repeat tender losses, an HSE-related incident, or pressure from a principal contractor to evidence site controls more clearly. Outbound messages usually land better when they connect to margin protection, faster tender responses, fewer document gaps, clearer audit trails or less time spent reconciling labour, plant and materials. Generic productivity language is weaker than a plain link to site delivery, risk and payment certainty.
How this list is built
Data sources
This list is built from UK Companies House filings, XBRL accounts data, and semantic analysis of each company's public website. Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.
Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
