Public Relations Companies in Edinburgh: 89 Active Firms (2026)
Public relations companies plan media, stakeholder and reputation campaigns for organisations in and around Edinburgh.
Buying usually sits with communications directors, founders, boards and public-affairs teams rather than procurement alone. Edinburgh-area agencies tend to compete around corporate communications, media handling, public affairs, crisis work and stakeholder programmes, with content used as support for reputation rather than as a standalone advertising product. The customer base spans business-to-business services, public-sector bodies, not-for-profit organisations and consumer-facing clients that need senior counsel but not an in-house specialist for every brief. Engagements are commonly retained advisory relationships, launch or issues-management projects, and UK-wide campaign delivery from small teams with close partner involvement.

Edinburgh has 89 actively trading public relations agencies, a compact local cohort with enough variety to support specialist positioning across corporate, public-sector and consumer briefs. Reported employment totals 153 people, so the visible footprint is closer to a network of small advisory shops than a city of large agency offices. No firm in this cohort reports turnover above £5M, which matters when comparing Edinburgh with revenue-ranked national agency lists: the local market is chiefly founder- or partner-led, with growth more likely to come through retained accounts, public affairs work and repeat project mandates than through multi-office agency structures.
UK PR agencies are not generally licensed in the way financial services or utilities firms are, so market discipline often sits in contracts, procurement rules and professional codes. PRCA members must comply with its Code of Conduct, and member agencies undertaking professional lobbying also face declaration requirements through the Professional Lobbying Register. Consultant lobbying adds a statutory layer: the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act prohibits consultant lobbying unless the relevant registration requirements are met, with a register kept by the Registrar of Consultant Lobbyists. For Edinburgh agencies, that distinction matters where public affairs, stakeholder engagement and client confidentiality sit inside the same brief.
Specialisation appears more important than headline agency expansion. Edinburgh consultancies tend to sit close to public-sector, not-for-profit and policy-facing clients, which should keep public affairs and stakeholder work in the mix. Retained advisory work has been useful for small teams because it supports continuity between crisis preparation, media handling and senior counsel. The scarcity of revenue-ranked large agencies suggests consolidation, where it happens, is more likely to involve client books, associate networks and partner moves than formal mergers among scaled agency groups.

Key facts
22% of the cohort was incorporated since 2022 (20 firms), so a sizeable share is in its first few filing cycles.
UK PR agencies are not generally licensed in the way that financial services or utilities firms are, so professional standards tend to sit with sector-body codes rather than statutory permissions.
PRCA members must comply with its Code of Conduct, with separate professional-lobbying rules and declaration requirements for members undertaking lobbying.
Part 1 of the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014 covers registration of consultant lobbyists, including a prohibition on consultant lobbying unless registered.
The UK’s top 150 PR agencies recorded about £2bn of annual revenue in calendar year 2023.
UK public relations and communication activities employ 35,663 people in 2025.

How Edinburgh public relations companies work and how to sell to them
What they do
Edinburgh public relations agencies earn mainly through retained advisory fees and fixed-scope projects, with crisis support, media handling, public affairs, stakeholder engagement and campaign delivery sold as services rather than software or inventory. Pricing tends to reflect senior time, urgency and reputational risk: monthly retainers for ongoing counsel, project fees for launches or consultation work, and day-rate support for short issues-management briefs. Content, monitoring and events usually sit inside the wider reputation brief, helping clients evidence activity rather than forming a standalone advertising model.
Who they sell to
Most sell to organisations that lack enough in-house communications depth for every issue, or need external counsel with media and policy context. Buyers are usually communications directors, founders, chief executives, boards, public-affairs teams and marketing leads, with procurement more visible on public-sector and not-for-profit mandates. Short-cycle work often comes through referrals, existing relationships or urgent issue response; longer-cycle briefs tend to involve credentials meetings, written proposals, framework procurement or RFPs. Contract values vary by retainer depth, senior involvement and whether the agency is coordinating partners beyond core PR.
What they buy
Public relations firms tend to spend on tools and services that protect billable time, manage reputation risk and make client reporting less manual. Common categories include media monitoring, journalist databases, social listening, coverage analysis, proposal management, CRM, project management, time recording, finance, document control and secure file sharing. Smaller agencies also buy specialist legal advice around defamation, privacy, contracts, lobbying and disclosure, alongside freelance writing, design, research and event support. Recruitment services can matter where a new retained account needs account-management cover before the agency is ready for permanent hiring.
Why and how to sell to them
PR buyers tend to evaluate suppliers when workload volatility exposes weak processes: a new retainer, a public-sector framework win, a senior hire, a crisis brief, or a move into public affairs can all create pressure. Useful outbound angles are usually specific to margin control, client confidentiality, faster reporting, evidence of coverage, compliance discipline and reducing partner-level administration. Generic growth messaging is less persuasive for small advisory teams; they are more likely to respond when a seller links the offer to retained-account stability, faster proposal turnaround or lower delivery risk on sensitive briefs.
How this list is built
Data sources
This list is built from UK Companies House filings, XBRL accounts data, and semantic analysis of each company's public website. Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.
Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
