PR agencies plan media relations, reputation management and stakeholder communications for organisations across London.
Corporate affairs, consumer press offices and policy teams form the main buying centres, with briefs often owned by communications directors, marketing heads, founders or public-affairs leads. Work tends to be sold through retained accounts for always-on media handling, with separate campaign projects for launches, issues management or stakeholder engagement. Buyers range from government and professional-services teams to technology, healthcare, financial and consumer-facing organisations; most engagements appear relationship-led rather than transactional. Smaller agencies usually compete on access to journalists, senior counsel and sector focus, while larger practices split into specialist teams for corporate communications, public affairs, crisis response and brand reputation.

London has 3,040 actively trading PR agencies, making the capital a dense agency market rather than a small specialist cluster. Scale is uneven: 40 firms report turnover above £5M, while 849 were incorporated since 2022, which points to a long tail of recent entrants alongside a much smaller revenue-scaled group. The employment footprint is more modest than the cohort size suggests. Headcount disclosures cover 117 firms and amount to 1,782 people, reflecting the prevalence of small partnerships, founder-led consultancies and project networks that can handle client work without carrying large permanent teams.
UK PR agencies are not generally licensed in the manner of financial services or utilities firms, so market structure is shaped more by client procurement, reputation risk and self-regulation than by entry permissions. PRCA members must comply with its Code of Conduct, and members carrying out professional lobbying are also covered by the Code for Professional Lobbying and declaration requirements on its Professional Lobbying Register. Consultant lobbying adds a statutory layer: the Registrar of Consultant Lobbyists maintains a register, and consultant lobbying is prohibited unless the relevant registration requirements are met.
Early-commercial agencies appear likely to keep entering the market because the fixed costs of a communications consultancy are relatively low and senior advisers can sell personal credibility before building larger teams. Scale-up remains harder. Retained income tends to be exposed to client budget reviews, while campaign work can be lumpy and dependent on news cycles. Larger groups may continue to absorb specialist boutiques where sector access, crisis capability or public-affairs expertise fills a gap. Compliance pressure is unlikely to come from licensing across the whole market, but lobbying declarations and client scrutiny should keep governance visible for agencies selling public-affairs work.

Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.
Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
