Buying decisions usually sit with land, planning, development, finance and construction teams rather than a central procurement function. The customer mix spans private landowners, institutional capital, public landholders, commercial occupiers, housing associations and end buyers, with many London developers acting as coordinators across architects, contractors, agents and legal advisers. Engagements are project-based and capital-intensive: a site option, planning strategy, build programme and exit route matter more than a repeatable product sale. Residential and mixed-use schemes tend to be borough-specific, while commercial work is shaped by occupier demand, leasing assumptions and the availability of development finance.

Around 46,000 property development companies are actively trading in London, making this a broad and fragmented local market rather than a narrow group of scaled platforms. Only 240 firms in the cohort report turnover above £5M, while 13,487 were incorporated since 2022, pointing to a long tail of recent project companies, land vehicles and small developers. The reported employment footprint is 610 people, which suggests many entities carry limited staff directly and use external architects, planners, contractors, agents and finance partners around each scheme.
Planning consent and building control sit on separate tracks. GOV.UK treats planning permission and building regulations approval as different requirements, and a scheme may need both before work proceeds. The Building Regulations cover construction and extension work, while higher-risk residential, hospital and care-home projects face Building Safety Regulator approval before specified new-build or major works can start. Other projects can use local authority building control departments or registered building control approvers. Sector representation sits partly with Real Estate:UK, incorporating the British Property Federation, across investors, developers, advisers and operators.
The cohort appears weighted towards small project vehicles and early-commercial developers, with a much thinner layer of platforms able to carry several schemes at once. Planning risk, financing costs and building-safety obligations tend to favour operators with established lender, contractor and adviser relationships, while smaller entities may remain tied to a site, a consent route or a borough. Consolidation is likely to be uneven: distressed or consented sites can move between owners, but local planning knowledge and contractor access are less portable. Scale should therefore show up more in repeat delivery capacity than in corporate headcount.

Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
