OOH advertising companies sell poster, billboard and digital public-space media to advertisers, within UK consent and placement rules.
Buying centres tend to be agency trading desks, brand media teams and public-sector communications teams, with property and estates functions shaping where inventory can be installed. The commercial model is closer to media ownership than creative services: operators package sites, screens and transit formats into campaigns, then support booking, posting, maintenance, proof-of-play and audience reporting. OOH sits inside the UK’s advertising self-regulatory system as well as local planning control. ASA and CAP guidance for poster and other out-of-home advertising puts particular weight on whether an advert misleads, harms or offends, and on where the creative is placed. Planning consent is a separate constraint under the Town and Country Planning control-of-advertisements regime: GOV.UK guidance distinguishes displays that do not need consent, displays with deemed consent and displays requiring express consent from the local planning authority. Where express consent is required, displaying an advert without it is a criminal offence.
Future change appears tied less to new company formation than to how existing operators price, evidence and maintain inventory. Digital out-of-home tends to increase expectations around audience reporting and proof-of-delivery, while consent rules keep the physical estate slower to change than online media. Smaller sales houses may keep specialising by format, city or venue type; scaled media owners are more likely to absorb planning, installation and maintenance costs across portfolios. Agency buyers will probably keep favouring suppliers that can prove placement quality without adding operational friction.

Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change).
