OOH Advertising Companies in London: 100+ Active Firms (2026)
OOH advertising companies sell, plan and manage billboard, transit and public-space media for advertisers across London.
Buying centres tend to split between media owners controlling street-furniture, transport, retail and venue inventory; specialist agencies planning and buying across those estates; and operators managing landlord relationships, installation, proof-of-posting and campaign reporting. The customer base is mainly B2B: media agencies, direct advertisers, property owners, transport venues and public-space landlords, with sales cycles shaped by site availability, audience fit and consent constraints. Engagements are usually campaign-led or estate-backed rather than pure subscription software, although digital OOH adds audience targeting, placement controls and post-campaign measurement to the operating model.

London has 178 actively trading OOH advertising firms, a compact cohort by the standards of the capital’s broader advertising services market. Reported employment totals 201 people, suggesting that many operators rely on lean commercial, estate-management and campaign-operations teams, with production and installation capacity often sitting around the core business. Scale is uneven: 21 firms report turnover above £5M, while 16 were incorporated since 2022. That mix gives the market a mature estate-and-agency base with a smaller layer of newer specialists.
Posters, billboards and other outdoor public-space ads sit within the UK’s advertising self-regulatory regime. ASA/CAP guidance places particular weight on ads not misleading, harming or offending, and on whether placement and targeting are suitable for the audience likely to see them. Planning control is another constraint. GOV.UK guidance treats advertisement display as a separate consent process: some formats are permitted without a fresh approval, some have deemed consent, and some need express consent from the local planning authority. Where consent is required, unauthorised display can be a criminal offence. Outsmart provides the main trade-body frame for media owners.
Further digitisation appears more likely to change operating discipline than to remove the estate-led character of the market. Buyers tend to want better audience selection, cleaner proof-of-delivery and clearer controls on where ads appear, especially around sensitive categories and public spaces. Smaller specialists may find that compliance, measurement and landlord access absorb more management time, while scaled operators retain an advantage where they control permitted locations. Consolidation remains plausible, but the sector still depends on local relationships, planning consent and campaign execution rather than software distribution alone.

Key facts
About 11% of the trading cohort reports turnover above £5M (21 of 178 firms) — the rest sits below that revenue band.
8% of the cohort was incorporated since 2022 (16 firms), so a sizeable share is in its first few filing cycles.
ASA/CAP guidance for posters, billboards and other outdoor public-space ads says placement and targeting are important because ads should not mislead, harm or offend.
Outdoor advertising may be permitted without consent, have deemed consent, or require express consent under the Town and Country Planning (Control of Advertisements) (England) Regulations 2007.
UK out-of-home advertising investment reached £1,426.3M in 2025, including £954.6M from digital out-of-home formats.
Outsmart says it represents media owners responsible for over 90% of sector revenue.
Globally, digital OOH accounted for $17.9bn USD in 2024, almost 39% of all OOH revenues.

How London OOH advertising companies work and how to sell to them
What they do
London OOH media owners earn revenue by selling access to physical and digital advertising sites across streets, transport environments, retail settings and venues. Pricing is usually built around format, location, audience profile, campaign duration and availability, with digital screens adding time-of-day scheduling and creative rotation. Agencies and operators make money through planning fees, buying margins, production management, installation, maintenance and reporting, while estate-facing businesses may work on fixed rent or revenue-share arrangements with landlords. The commercial shape is therefore closer to campaign inventory and managed operations than recurring software, even where digital placement tools sit underneath it.
Who they sell to
Most sales activity runs through media agencies and direct advertiser teams, with marketing directors, heads of media, brand managers and procurement teams involved in larger buys. Direct clients tend to include retailers, entertainment advertisers, property groups, visitor attractions and public-space venue operators. Campaign purchases can move quickly where sites, creative and approvals are already known; estate access, transport environments and public-sector-adjacent placements usually take longer because legal, property and consent checks sit alongside the media decision. Procurement is mixed: repeat agency relationships, direct sales, framework-style arrangements and competitive pitches all appear, depending on whether the buyer is purchasing media, appointing an operator or monetising an estate.
What they buy
Most OOH advertising firms tend to spend on tools and services that make inventory easier to sell, schedule, deliver and prove. Common software categories include CRM, proposal generation, inventory management, campaign booking, digital screen scheduling, proof-of-posting, audience measurement, finance, billing and document management. Operators with field teams also need mobile job management, asset maintenance, health and safety processes, insurance support and installation partners. Digital OOH adds spend on cloud hosting, content approval workflows, monitoring, security and data integrations, while agencies usually have a heavier requirement for planning, reporting, analytics and client-service workflow. Legal, planning, accountancy, recruitment and creative production services remain relevant across the market.
Why and how to sell to them
OOH buyers tend to evaluate suppliers when campaign volume outgrows manual booking processes, when a new estate or venue contract is won, or when digital screens make scheduling and reporting more complex. Other triggers include leadership change, new procurement discipline, pressure from agencies for better proof-of-delivery, or tighter scrutiny around placement suitability. Outbound messages usually land better when they connect to yield, occupancy, audit trails, consent risk, campaign turnaround or landlord reporting rather than generic marketing efficiency. Sellers should expect practical objections: site access, legacy spreadsheets, agency habits and operational disruption often matter as much as price.
How this list is built
Data sources
This list is built from UK Companies House filings, XBRL accounts data, and semantic analysis of each company's public website. Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.
Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
