PM Consultancy Companies in the UK: 2,200+ Active Firms (2026)
Project management consultancies plan, coordinate and govern complex change, construction and operational programmes for UK organisations.
Buying centres usually sit with transformation offices, estates and infrastructure teams, finance directors, and public-sector programme owners, rather than with a single technical function. The customer base spans mid-market businesses, larger corporates and public bodies that need external governance on change, construction, operational improvement or programme recovery. Engagements tend to be fee-based: short diagnostic reviews, retained programme-office support, delivery assurance, risk control and stakeholder coordination. Specialist consultancies often take defined workstreams; larger practices cover wider portfolio oversight.
The UK cohort comprises 2,202 actively trading project management consultancies. Reported headcount stands at 4,076, which is modest for a services market that often leans on associates, client-side teams and project-specific resourcing. Scale is uneven: 214 firms record turnover above £5M, while 181 have been incorporated since 2022. That mix points to a long tail of small advisory practices beneath a smaller revenue cohort, with larger engagements concentrated among consultancies able to supply governance, controls and delivery oversight across linked workstreams.
Regulatory exposure mostly follows the client mandate rather than a dedicated project-management rulebook. Public-sector work is shaped by procurement governance, audit trails, conflicts management and evidence of value for money. Infrastructure and construction-related assignments bring client-side expectations around safety documentation, cost control, site assurance and handover evidence. Operational change work tends to add outsourcing, information-governance and internal-risk requirements. For researchers, the practical distinction is between consultancies selling advisory capacity and those taking managed programme-office responsibility, because the latter usually carries more formal reporting, escalation and assurance work.
Demand appears tied less to generic transformation spending than to clients’ tolerance for delivery risk. Smaller practices tend to remain close to founder-led advisory work, with hiring flexed through associates and contractors. Scarcity sits around consultancies that can evidence repeatable governance methods without becoming generalist staffing providers. Procurement scrutiny is likely to favour clearer statements of accountability, benefits tracking and change-control discipline. Some consolidation may follow where buyers want national coverage or sector credentials, but the long tail of specialist practices should persist because many mandates are local, relationship-led and episodic.

Key facts
About 9% of the trading cohort reports turnover above £5M (214 of 2,202 firms) — the rest sits below that revenue band.
8% of the cohort was incorporated since 2022 (181 firms), so a sizeable share is in its first few filing cycles.
Project management consultancies sit close to capital projects, operational change and multi-year transformation work across public and private buyers.
Buyer demand is tied to programmes where delay, scope drift and supplier failure carry visible cost.
The sector spans specialist governance boutiques and larger programme-management operators rather than a single delivery model.
High-value mandates can be delivered through relatively lean teams, while other firms look closer to labour-intensive delivery consultancies.

How UK PM consultancy companies work and how to sell to them
What they do
Project management consultancies earn through advisory fees rather than product licences. Revenue usually comes from day-rate consultants, fixed-fee discovery work, retained programme office teams and implementation oversight linked to a defined portfolio or capital project. Margins depend on utilisation, partner-to-consultant leverage, and how much delivery is handled by employees versus associates. A small practice may sell senior judgement and client relationships; a larger one sells repeatable methods, reporting cadence and enough bench capacity to staff parallel workstreams. Outcome-based pricing appears in some change programmes, but many buyers still prefer fees tied to scope, time and named deliverables.
Who they sell to
Typical buyers are CFOs, COOs, property or estates directors, transformation directors, heads of capital projects and public-sector programme owners. Mid-market clients may buy directly from a board sponsor after a referral or diagnostic workshop; larger corporates and public bodies tend to route work through procurement frameworks, preferred-supplier lists or RFPs. Sales cycles are usually relationship-led and can be short for recovery work, but planned portfolio mandates take longer because scope, assurance responsibilities and rate cards need internal approval. Contract size depends less on the consultancy’s brand than on duration, seniority mix and whether it is taking advisory or managed-office responsibility.
What they buy
Most project management consultancies tend to spend on tools and services that improve utilisation, evidence capture and client reporting. Useful categories include PSA, CRM, bid management, resource planning, time recording, knowledge management, document control, project controls, risk registers, contract management, finance systems, cyber security and analytics. Recruitment, associate management, professional indemnity advice, bid-writing support, accounting, tax, sector marketing and training also matter because the operating model is people-heavy. Firms working near construction, infrastructure or government clients may be more receptive to auditability, permissioning, records retention and reporting templates than to generic productivity claims.
Why and how to sell to them
Buying intent often appears when a consultancy wins a larger framework place, moves from founder-led assignments to repeatable delivery teams, hires delivery directors, opens a new sector practice, or has to evidence quality and risk controls for bigger clients. Pain points tend to centre on utilisation leakage, inconsistent project reporting, bid burden, contractor governance, cash collection and the cost of senior consultants doing admin. Outbound works better when it maps to a commercial trigger: shortening bid cycles, improving margin visibility, reducing assurance overhead, or helping partners prove delivery discipline to procurement and client sponsors. Generic efficiency language is unlikely to land without a project-risk angle.
How this list is built
Data sources
This list is built from UK Companies House filings, XBRL accounts data, and semantic analysis of each company's public website. Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.
Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
