Scale-up companies in the UK are growth-stage businesses increasing revenue or headcount rapidly across sectors.
Revenue leadership, finance, operations, compliance and people teams are the recurring buying centres around this cohort, because scale-ups are usually formalising sales processes, governance and hiring while expanding. On the sell side, many serve enterprise, mid-market, public-sector or consumer channels through repeatable software, services, regulated products or digital commerce propositions. Engagements are usually past the experimental pilot stage, with procurement, risk review, implementation capacity and renewal economics already visible. The profile is closer to an operating business with process debt than a founder-led start-up still searching for a market.

The UK cohort contains 1,072 actively trading scale-up companies, a selective group rather than a sector with a neat classification boundary. It has more commercial maturity than a broad start-up sample: within that group, 234 sit above £5M in turnover, although the cohort still spans earlier scale-ups and more established operators. Firms with stated employment report 4,362 staff in total, giving researchers a concrete headcount footprint alongside the revenue screen. That combination points to an operating-company population, not just a watchlist of recently incorporated ventures.
UK regulation follows the underlying activity, not the scale-up label. High-growth enterprise is a statistical classification rather than a permissioning regime, so obligations come from the market in which the business operates. Financial services scale-ups may interact with the FCA’s Scale-up Unit, and dual-regulated firms may also involve the PRA; health, energy, aviation and personal-data models can bring the MHRA, OFGEM, CAA or ICO into scope. The practical consequence is uneven diligence: a software reseller, an energy platform and a clinical-services operator can all be growth-stage businesses, but their authorisations, reporting duties and customer-risk controls differ.
Further development appears less about incorporation volume and more about whether growth-stage firms can turn repeatable demand into durable governance, hiring and compliance systems. The cohort tends to sit after product-market proof but before institutional operating maturity, so finance controls, regulated permissions and senior hiring become more visible constraints. Exit routes may favour acquisition where strategic buyers want customer access or specialist capability; public-market paths look more selective. Firms selling into regulated or public-sector buyers are likely to face longer diligence, while software-led and service-led models keep testing how far revenue can scale without a matching rise in headcount.

FCA Scale-up Unit eligibility for the solo-regulated pilot includes at least three years of FCA regulation, average income growth above 20% over three years, and gross annual revenue over £100M and/or valuation over £250M.

What they do
Scale-ups earn revenue through models that have moved beyond bespoke early deals: subscription software, usage-based platforms, repeatable professional services, margin on commerce, regulated financial or health products, and long-term licences all appear in the cohort. Pricing usually reflects operating maturity rather than pure experimentation. Software-led firms tend to use per-seat, tiered or consumption pricing, while services-led operators sell retained delivery, implementation and managed-service packages. Commerce and marketplace models monetise transaction margin, supplier fees or customer acquisition. Engagements are large enough to involve onboarding, support, finance approval and renewal discipline, so gross margin, churn and delivery capacity matter as much as headline growth.

This list is built from UK Companies House filings, XBRL accounts data, and semantic analysis of each company's public website. Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.
Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
