Estate agency activity within the Estate Agents Act must be registered with HMRC for anti-money-laundering supervision before trading. GOV.UK treats unregistered trading, and trading after HMRC registration has been cancelled, as a criminal offence. The perimeter follows activity rather than branding: residential, commercial and online agency, land agency, auctioneering, relocation and property-finding can all be caught where they amount to estate agency services. Lettings and property-management businesses with England activity also need to consider government-approved redress-scheme requirements, and separate consumer-finance activity can bring FCA oversight.
