Cyber security activity is tied to secure-by-design policy and the Cyber Security and Resilience Bill. Quantum technologies and semiconductors are shaped more by national strategies, public funding conditions and standards than by a dedicated licensing regime.
Commercial development appears likely to stay uneven. Firms with protected know-how and specialist engineering talent tend to need longer validation cycles, especially where buyers sit in regulated markets or public-sector settings. That favours patient procurement, technical reference customers and partnerships that can absorb integration risk. The thinner layer of revenue-tested firms should remain important as acquirers, channel partners or proof points for the rest of the Edinburgh cohort.
