How London housing support companies work and how to sell to them

What they do

Revenue usually comes from commissioned service contracts, grant-funded programmes, referral partnerships and, in some cases, payments attached to accommodation or support packages. The product is not software or a one-off advisory sale; it is labour-intensive delivery across casework, housing advice, tenancy sustainment, welfare navigation and outreach. Pricing tends to be budget-led rather than usage-led, with providers agreeing service volumes, staff cover, reporting duties and outcome measures with borough teams or funders. Margins are likely to be thin, because much of the cost base sits in frontline staff, supervision, safeguarding processes and local relationship management.

Who they sell to

Buyers are usually local authority housing commissioners, homelessness leads, social-care-linked teams, grants managers and charitable funders. Beneficiaries may be individuals or households, but they are rarely the economic buyer. Most opportunities come through direct relationships, grant applications, public-sector procurement, partner referrals or renewal of existing service arrangements. Sales cycles tend to follow council budget rounds, tender windows and funding deadlines rather than conventional quarterly buying patterns. A typical decision will involve service managers, finance staff, safeguarding or governance reviewers, and sometimes trustees where a charitable operator is taking on new delivery risk.

What they buy

Spend tends to cluster around tools and services that reduce administrative load without disrupting frontline work. Common needs include case-management software, referral tracking, secure document storage, outcome reporting, finance systems, payroll, HR, volunteer coordination, cyber security, telephony and basic analytics. Housing support organisations may also buy accountancy, audit, legal advice, bid-writing help, policy support, training, recruitment and outsourced IT. Products that require long configuration cycles or heavy internal technical ownership can be a poor fit. Sellers usually need to show how a system works for caseworkers, managers and funders, not just for a central operations team.

Why and how to sell to them

Commercial intent often appears when a provider wins or renews a borough contract, adds a service line, takes on new reporting duties, hires operational managers or moves from informal spreadsheets to more controlled case records. Pain points are practical: high caseloads, sensitive personal information, fragmented referrals, funder reporting, staff turnover and the need to evidence outcomes without pulling time away from clients. Outbound messages tend to land better when they are specific to homelessness prevention, tenancy sustainment or accommodation support. The pitch should usually be about lower admin burden, clearer audit trails and safer handovers, rather than growth language.

Data sources

This list is built from UK Companies House filings, XBRL accounts data, and semantic analysis of each company's public website. Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.

Classification

Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.

Freshness

The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
