Labour Supply Companies in Bristol: 100+ Active Firms (2026)
Labour supply companies place temporary and contract workers with employers across Bristol and its surrounding metropolitan area.
Buying centres tend to sit with operations, HR and site management, rather than procurement alone, because hirers need cover that is both scheduled and reactive. The clearest fit is with multi-client agencies serving SMB and mid-market employers with repeat staffing needs, branch-based candidate pools and account managers who understand local labour conditions. Engagements are usually recurrent supply arrangements: worker onboarding, right-to-work checks, payroll administration, timesheet control and issue handling sit alongside sales activity. The larger operators tend to look more like operational services businesses than pure recruitment boutiques, with back-office teams carrying compliance and pay-cycle risk.
Bristol has 155 actively trading labour supply companies, a cohort that includes generalist temporary staffing agencies and more specialist providers serving shift-based or seasonal demand. Reported employment totals 2,607 people, so the local footprint is not just a directory of incorporations. Scale is uneven: 12 firms report turnover above £5M, while 44 were incorporated since 2022. That mix points to a market with a sizeable long tail of smaller agencies, plus a thinner layer of operators with enough repeat client volume to sustain payroll, branch and account-management infrastructure.
Agency work sits inside a relatively prescriptive employment-rights regime. The Agency Workers Regulations give agency workers access to hirer facilities and vacancy information from the start of an assignment, with equal treatment on pay and basic working conditions after the qualifying period in the same job. The Fair Work Agency has replaced the former Employment Agency Standards Inspectorate, keeping fair treatment of agency workers within a named enforcement structure. Providers supplying labour for agriculture, horticulture, shellfish gathering or associated processing and packaging may also need a Fair Work Agency gangmaster’s licence under the Gangmasters (Licensing) Act.
Bristol appears likely to remain a service-and-compliance market rather than a venture-style software market. Newer agencies can enter with local client relationships and candidate access, but staying in the market tends to require payroll discipline, worker vetting and enough placement recurrence to absorb back-office cost. Higher-turnover operators may have scope to acquire smaller books or specialist desks where client overlap is useful. At the same time, fair-treatment rules and licensing expectations in covered work leave less room for informal operating models, which should favour agencies with cleaner processes over those relying mainly on price.

Key facts
About 7% of the trading cohort reports turnover above £5M (12 of 155 firms) — the rest sits below that revenue band.
28% of the cohort was incorporated since 2022 (44 firms), so a sizeable share is in its first few filing cycles.
Agency workers in Great Britain gain access to hirer facilities and vacancy information from day 1, with equal treatment on pay and basic working conditions after a 12-week qualifying period in the same job.
Labour providers in agriculture, horticulture, shellfish gathering and associated processing or packaging normally need a Fair Work Agency gangmaster’s licence under the Gangmasters (Licensing) Act 2004.
The Recruitment and Employment Confederation estimated recruitment-sector GVA at £40.6 billion in 2024, down from £44.4 billion in 2023.
On any given day in 2024, 872,000 temporary or contract workers were on assignment, down 17.6% year on year; the average temporary assignment length fell to 18 weeks from 22 weeks in 2023.
Eurostat’s 2024 EU Labour Force Survey put temporary employment at 11.0% of EU employment among people aged 15 to 64, equivalent to 22.1 million temporary employees.

How Bristol labour supply companies work and how to sell to them
What they do
Labour supply agencies earn most of their revenue from the spread between the rate charged to hirers and the pay, tax, pension and holiday-cost base attached to each worker. Work is sold as hours, shifts, days or assignment blocks, with invoices usually tied to approved timesheets and payroll cycles. Some agencies also charge transfer or temp-to-perm fees when a hirer takes a worker on directly. The service shape is operational rather than advisory: candidate attraction, vetting, onboarding, scheduling, replacement cover, payroll and dispute handling all sit inside the margin. Engagement size varies by site need, from occasional absence cover to repeat rosters that behave like outsourced workforce capacity.
Who they sell to
Bristol labour supply firms typically sell to employers with fluctuating staffing demand, where unfilled shifts have an immediate effect on service levels, throughput or customer commitments. Buyers are often operations directors, HR managers, site managers and finance teams, with procurement more involved when a hirer is consolidating agency spend or setting panel terms. Smaller engagements can be won through direct branch relationships and account-manager selling; larger multi-site arrangements tend to involve service-level terms, rate cards, compliance checks and referenceable delivery history. Sales cycles therefore range from urgent same-week cover to longer tender-style processes where proof of worker availability matters as much as price.
What they buy
Most labour supply agencies tend to spend on systems and services that reduce manual handling around placement volume. Useful categories include applicant tracking, candidate CRM, right-to-work checking, digital onboarding, timesheet capture, payroll, invoicing, credit control and shift scheduling. Back-office buyers may also look at employment law advice, insurance, accounting, invoice finance and debt collection, because a payroll cycle can create cash exposure before client invoices are settled. Sales and marketing spend is usually local and practical: job advertising, candidate communications, phone systems, review management and simple analytics that show which client accounts, desks and worker pools are producing margin.
Why and how to sell to them
Labour supply buyers tend to evaluate vendors when admin starts constraining placement volume, when a large client win exposes gaps in payroll or compliance control, or when a branch wants to open a new desk without adding the same amount of back-office labour. Regulatory pressure is a credible hook, but it needs to be tied to the practical routines agencies recognise: worker eligibility checks, assignment records, fair-treatment evidence, timesheet approval and audit trails. Outbound messages usually land better when they refer to margin leakage, candidate drop-off, late timesheets, client credit risk or readiness for Fair Work Agency scrutiny, rather than generic efficiency claims.
How this list is built
Data sources
This list is built from UK Companies House filings, XBRL accounts data, and semantic analysis of each company's public website. Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.
Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
