SaaS Companies in Cardiff: 501 Active Firms (2026)
SaaS companies in Cardiff sell subscription-priced cloud applications to business and public-sector customers across the city region.
Buying centres tend to cluster around operations, finance and revenue tooling, regulated-sector workflow and developer or infrastructure support rather than broad consumer software. Typical customers are SMEs, mid-market businesses, public bodies and regulated organisations that need web-delivered applications, remote deployment and ongoing support. Engagements usually look like annual subscriptions with onboarding, configuration and service desks attached; the sales motion is more consultative where UK GDPR, cyber security or public procurement checks are involved. Cardiff’s role is therefore less a pure venture-scale software cluster than a city-region base for specialist business-to-business and public-sector tools.
Cardiff has 501 actively trading SaaS companies, making the local cohort a small city-region market rather than a national-scale cluster. Reported employment totals 848 people. The distribution looks long-tailed: turnover above £5M appears in 4 cases, while 139 incorporations since 2022 point to a relatively young layer still moving through product-market fit, early sales and retention. For researchers, the useful read is not just firm count, but the gap between many small subscription businesses and the much thinner layer with scale revenue.
UK SaaS suppliers are not generally licensed as a single sector, so regulatory exposure follows the customer problem being served. Providers handling personal data need UK GDPR controls and ICO-facing accountability; products sold into finance, health, education or local government can also inherit client-side procurement, audit and record-keeping requirements. Cloud dependency adds a market-structure issue. The CMA has examined UK public cloud infrastructure services and found competition concerns upstream, with remedies aimed at infrastructure supply rather than a licensing regime for SaaS providers. For Cardiff suppliers, that keeps compliance practical and buyer-led: contracts, data processing terms, security assurance and exit provisions matter before formal sector authorisation.
Cardiff’s SaaS base appears weighted towards founder-led and early-commercial suppliers, with a smaller revenue-scaled layer. That shape tends to favour vertical workflow products, services-led onboarding and incremental expansion into regulated buyers rather than broad horizontal platforms. Public-sector and regulated customers can lengthen sales cycles, but they also reward domain knowledge, retention and assurance once a supplier is embedded. Consolidation may come through acquisitions of specialist products or through agencies and consultancies adding subscription software to service lines. The constraint is likely to be go-to-market capacity: teams that can prove renewals, security practice and repeatable implementation should be better placed than firms relying on new formations alone.

Key facts
About 1% of the trading cohort reports turnover above £5M (4 of 501 firms) — the rest sits below that revenue band.
27% of the cohort was incorporated since 2022 (139 firms), so a sizeable share is in its first few filing cycles.
UK SaaS suppliers are not generally licensed as a single sector; exposure usually comes through data protection, cyber security, consumer or contract law, and sector-specific rules where software serves regulated clients.
Providers processing personal data need to consider UK GDPR and the Data Protection Act 2018 under the ICO.
Cloud-dependent suppliers face competition scrutiny after the CMA closed its public-cloud infrastructure services case on 31 July 2025 and reported an adverse effect on competition leading to remedies.
SaaS sits within one of the UK’s largest ICT markets, with about 100,000 software companies in the market.
The UK is the second largest ICT market by spending per head after the US, which supports its use as a European adoption and expansion market for SaaS suppliers.

How Cardiff SaaS companies work and how to sell to them
What they do
Cardiff SaaS suppliers usually earn through recurring subscriptions for web-delivered business applications, with fees tied to seats, accounts, usage, modules or client size. Revenue often includes onboarding, configuration, migration, integration and support rather than pure licence income, especially where the application sits inside finance, operations or regulated workflows. Self-serve pricing may suit lighter tools, but many local suppliers appear closer to consultative software businesses: hosted application, service desk, implementation playbook and account management bundled together. Marketplace, advertising-funded and consumer models are less typical for this kind of B2B and public-sector software base.
Who they sell to
Most sell into SMEs, mid-market organisations, public bodies and regulated buyers that need dependable workflow software rather than speculative consumer growth. Buyers tend to include finance directors, operations directors, CTOs, heads of service, procurement teams and compliance owners, with technical approval often sitting separately from budget sign-off. Smaller contracts may start through founder-led direct sales or inbound trials, while larger regulated or public-sector deals usually involve security questionnaires, procurement portals, RFPs and legal review. Sales cycles therefore vary by buyer assurance burden: a departmental tool can move quickly, but software touching personal data, payments or public services usually takes longer.
What they buy
Most SaaS firms tend to spend on the machinery needed to acquire, serve and retain recurring-revenue customers. That includes customer relationship management, marketing automation, billing and subscription management, finance systems, analytics, product usage tracking, customer support, identity management, security testing, cloud hosting, observability, data protection advice and contract legal support. Hiring spend often clusters around engineering, product, customer success, sales development and implementation roles. Cardiff suppliers serving regulated clients may also buy external help for UK GDPR processes, cyber assurance, procurement readiness, accessibility testing and documentation, because those items can decide whether a buyer will approve deployment.
Why and how to sell to them
SaaS buyers tend to evaluate vendors when a manual process starts to break under recurring revenue, customer support grows harder to manage, cloud bills become harder to attribute, or security evidence becomes a blocker in enterprise and public-sector deals. Other triggers include a new commercial lead, first dedicated finance hire, headcount expansion, a funding event, a move upmarket, or a pending UK GDPR or cyber review. Outbound angles work better when they map to a live operating constraint: faster implementation, cleaner renewal reporting, fewer support escalations, clearer audit trails, lower infrastructure waste or evidence that helps procurement say yes.
How this list is built
Data sources
This list is built from UK Companies House filings, XBRL accounts data, and semantic analysis of each company's public website. Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.
Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
