SaaS Companies in London: 16,000+ Active Firms (2026)
SaaS companies in London sell subscription-priced cloud applications to businesses and public-sector teams across the capital.
Finance, revenue operations, vertical workflow and platform teams tend to be the main buying centres, rather than a single central software buyer. Sellers usually target mid-market and enterprise organisations, with public-sector teams in scope where procurement and hosting requirements can be met. Engagements are typically subscription contracts wrapped with onboarding, configuration, account management and retention monitoring. The better-fit suppliers look less like one-off app developers and more like operating software businesses: hosted products, recurring income, support processes, customer success routines and responsibility for business data. Regulated and data-sensitive customers also push vendors towards clearer security evidence, implementation discipline and contract terms that survive buyer scrutiny.
London has 16,709 actively trading SaaS companies, making the capital a large and fragmented market rather than a short list of scaled vendors. Reported headcount across the cohort totals 5,724, which points to a narrow employment base relative to the company count and a long tail of micro-businesses, consultancies with recurring products and early-commercial software suppliers. Scale is uneven: 342 firms report more than £5M of turnover, while 5,777 were incorporated since 2022. That combination suggests recent formation remains an important part of the market, but the revenue-ranked upper tier is much smaller than the headline firm count.
UK SaaS suppliers are not licensed as a single sector, so regulatory exposure follows the job the software performs and the type of customer it serves. The ICO is the central reference point where products process personal data, with UK GDPR obligations shaping retention, processor terms, breach handling and customer due diligence. Cyber security, consumer and contract law, and sector-specific rules also matter when applications support regulated clients. Cloud dependency adds a market-structure issue: the CMA has scrutinised public cloud infrastructure services and reported competition concerns with remedies, which may affect procurement leverage and hosting choices without turning ordinary SaaS provision into a licensing regime.
London's cohort appears tilted towards early-commercial and specialist suppliers, with a smaller group moving into larger employer and turnover bands. Buyer scrutiny is likely to keep favouring vendors that can document security controls, implementation practice and retention evidence, particularly for regulated or data-sensitive workloads. At the same time, cloud-infrastructure competition remedies may alter hosting economics at the margin rather than rewriting the supplier landscape. Consolidation tends to look more plausible around vertical workflow tools and compliance-heavy niches, where products become embedded in operational processes and switching costs are higher.

Key facts
About 2% of the trading cohort reports turnover above £5M (342 of 16,709 firms) — the rest sits below that revenue band.
34% of the cohort was incorporated since 2022 (5,777 firms), so a sizeable share is in its first few filing cycles.
UK SaaS suppliers are not generally licensed as a single sector; regulatory exposure tends to arise through data protection, cyber security, consumer and contract law, and sector-specific rules where software serves regulated clients.
The ICO is the relevant UK data-protection regulator, and SaaS providers processing personal data must consider UK GDPR and Data Protection Act 2018 obligations.
The CMA closed its public cloud infrastructure services case on 31 July 2025, reported an adverse effect on competition leading to remedies, and recommended strategic market status investigations into the two largest cloud infrastructure providers.
The International Trade Administration describes SaaS as one of the UK’s largest ICT markets and records about 100,000 software companies in the market.
The International Trade Administration describes the UK as the second largest ICT market by ICT spending per head, after the US.

How London SaaS companies work and how to sell to them
What they do
London SaaS firms usually earn through recurring subscriptions rather than one-off project fees, although implementation, migration, training and premium support often sit alongside the core licence. Pricing tends to be per user, per account, usage-based, module-based or tiered by feature set, with enterprise contracts adding security schedules, service commitments and negotiated renewal terms. The product shape is hosted software: workflow systems, data products, developer tools, finance applications and sector-specific platforms. A credible supplier usually has release management, support coverage and retention routines, not just a custom build team.
Who they sell to
Typical customers range from founder-led SMEs buying through self-serve channels to mid-market and enterprise teams running formal procurement. The economic buyer is often a CFO, COO, CTO, Chief Information Security Officer, Head of Operations or functional director, while end users tend to shape requirements during trials and pilots. Smaller deals may convert through inbound demos and monthly subscriptions; larger accounts usually involve direct sales, legal review, security questionnaires, procurement approval and annual or multi-year commitments. Public-sector opportunities can be relevant, but tend to require framework access, accessibility evidence, data-processing terms and more patient sales cycles.
What they buy
Most SaaS firms tend to spend on cloud hosting, application monitoring, security testing, identity management, billing, payments, revenue recognition, customer support, CRM, product analytics and documentation tooling. As headcount grows, demand usually broadens into HR systems, recruitment support, management accounts, tax advice, commercial legal work, insurance and office services. Marketing spend is often tied to pipeline generation: content, paid acquisition, events, partner marketing and sales development. Technical buyers may also need data warehousing, integration middleware, backup, incident management and developer productivity tools, particularly where uptime and customer trust affect renewals.
Why and how to sell to them
Buying intent often appears when a SaaS provider moves from founder-led selling into repeatable sales, hires senior revenue or security staff, prepares for larger customer due diligence, raises funding, or sees churn and implementation backlogs rise. Useful outbound angles tend to connect to measurable operating pressure: reducing cloud waste, shortening onboarding, improving renewal evidence, passing security review, tightening billing controls or giving leadership clearer account-level performance visibility. London suppliers serving regulated or data-sensitive customers may respond better to proof, references by buyer type and plain risk language than to broad claims about growth.
How this list is built
Data sources
This list is built from UK Companies House filings, XBRL accounts data, and semantic analysis of each company's public website. Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.
Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
