Planning Consultancy Companies in London: 700+ Active Firms (2026)
Planning consultancies advise on development applications, policy, appeals and consents for property and infrastructure projects across London.
Buying centres cluster around development directors, land and planning teams, infrastructure sponsors and local-government officers, rather than a single procurement function. Fee income tends to come from planning strategy, application preparation, stakeholder engagement, evidence work and consent management, with projects priced as professional-services assignments rather than product subscriptions. The buying pattern is mixed: private-sector developers and landowners want permission and risk management, while public-sector clients need policy support, programme advice and defensible consultation. Specialist practices serve borough-level matters, while mid-market teams handle multi-workstream development and infrastructure programmes.
London has 767 actively trading planning consultancy companies, making this a specialist professional-services cohort rather than a mass agency market. Reported headcount totals 3,282 people, so employment is visible but concentrated among firms with disclosed staff numbers. Scale is uneven: 19 firms report turnover above £5M, while 163 have incorporated since 2022. That mix points to a market where established practices coexist with recent, often narrower advisory teams.
Planning work sits around the statutory development-management process, not a sector licence. English local planning authorities determine applications within the development-plan framework, with material considerations able to alter the decision route. GOV.UK places that test within the Town and Country Planning Act and the Planning and Compulsory Purchase Act, while Environmental Impact Assessment can lengthen consent pathways for more complex schemes. Professional standards are commonly anchored by the Royal Town Planning Institute, whose membership directory and Code of Professional Conduct matter for buyer diligence.
Capacity rather than demand appears likely to shape the near-term market. London practices tend to sit close to land assembly, housing delivery, infrastructure consenting and borough policy work, but the sales cycle remains exposed to client financing, political scrutiny and local authority decision capacity. Recent incorporations suggest continued entry by specialist advisers, while the small upper tier by turnover implies limited scale beyond established multidisciplinary firms. Consolidation may therefore be selective, focused on policy depth, appeal capability and consent-management teams rather than broad roll-ups.

Key facts
About 2% of the trading cohort reports turnover above £5M (19 of 767 firms) — the rest sits below that revenue band.
21% of the cohort was incorporated since 2022 (163 firms), so a sizeable share is in its first few filing cycles.
Local planning authorities in England determine applications under the planning framework, with decisions made in accordance with the development plan unless material considerations indicate otherwise.
Statutory decision periods are 13 weeks for major development, 10 weeks for technical-details consent and public service infrastructure development, 8 weeks for other applications, and 16 weeks where Environmental Impact Assessment applies.
District-level authorities in England received 79,000 applications for planning permission in October to December 2024, down 7% year on year.
Authorities in England decided 316,100 applications and granted 271,600 decisions in the year ending December 2024.
A 2025 survey calculation described the responding consultancy market as worth more than £1 billion across 108 respondents.

How London planning consultancy companies work and how to sell to them
What they do
London planning consultancies earn revenue through advisory assignments rather than repeatable product licences. Typical work covers planning strategy, application packs, policy evidence, consultation material, appeals support and consent management across housing, mixed-use, commercial and infrastructure schemes. Smaller instructions may be fixed-fee pieces of advice or application preparation, while larger mandates are usually staged scopes with day rates, retainers or milestone billing. The sale is mainly expertise, judgement and process control: clients pay for a lower-risk route through local planning authority scrutiny, better-prepared evidence and a clearer record of engagement with officers, consultees and local stakeholders.
Who they sell to
Most sell to property developers, landowners, investors, housebuilders, infrastructure sponsors and public-sector bodies. The buyer is often a development director, planning director, land manager, project director, regeneration officer or procurement lead, with legal and finance teams involved when consent risk affects transaction timing or project funding. Private-sector work is commonly won through referral, repeat client relationships and direct approaches around live sites. Public-sector and infrastructure work tends to involve frameworks, formal tenders or multi-consultant panels. Smaller borough-level matters can move quickly, but larger schemes usually have a longer buying cycle because planning strategy, design, viability and political risk are assessed together.
What they buy
Most planning consultancy firms tend to spend on tools and services that protect fee recovery, document control and professional credibility. Relevant categories include CRM, time recording, billing, project management, document management, mapping, planning-policy monitoring, consultation management, finance systems, HR, recruitment, cyber security and cloud collaboration. Practices working on larger schemes may also buy specialist subcontracted inputs, including transport, heritage, ecology, environmental, legal and communications support. Marketing spend is usually relationship-led rather than volume-led, so thought-leadership production, events, bid support and sector-specific content can matter more than broad demand-generation activity.
Why and how to sell to them
Planning consultancy buyers tend to evaluate suppliers when caseloads rise, senior planners leave or join, a framework place is won, a new policy area creates delivery risk, or margin leakage becomes visible on multi-workstream schemes. Common pain points include officer delays, shifting local politics, evidence coordination, audit trails for consultation and pressure to keep billable teams focused on advice rather than administration. Outbound usually works better when it speaks to consent risk, fee recovery or document discipline, rather than generic productivity. The most credible angle is to show how the offer helps planners manage scrutiny while preserving professional judgement.
How this list is built
Data sources
This list is built from UK Companies House filings, XBRL accounts data, and semantic analysis of each company's public website. Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.
Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
