Town Planning Companies in the UK: 3,000+ Active Firms (2026)
Town planning consultancies prepare, manage and advise on development applications within the UK statutory planning framework.
Buying centres tend to sit with land, development, estates, regeneration and infrastructure teams, rather than with procurement-led construction packages. Buyers range from developers and landowners to public-sector bodies and infrastructure sponsors, with advisory scope shaped by consent risk, policy interpretation and evidence management. Typical engagements involve preparing submissions, coordinating environmental assessment input, managing consultation evidence and supporting appeals, often alongside architects, surveyors and legal advisers. The commercial model is professional-services led: retained advisory work for programme-heavy clients, plus discrete application and appeal mandates for smaller schemes.
Around 3,076 town planning consultancies are actively trading in the UK, giving researchers a fairly fragmented professional-services cohort rather than a market dominated by a handful of national practices. Reported headcount totals 2,606 staff. Scale is uneven: 67 firms report turnover above £5M, while 545 have been incorporated since 2022. That mix points to a long tail of specialist practices around a smaller cadre of multidisciplinary consultancies handling larger advisory programmes.
Planning consultancy work sits around statutory development management rather than a unified sector licence. In England, local planning authorities determine applications in line with the development plan unless material considerations point elsewhere, reflecting the tests in the Town and Country Planning Act and Planning and Compulsory Purchase Act. The route matters commercially: major schemes, public service infrastructure, technical details, ordinary applications and Environmental Impact Assessment cases all carry different decision timetables and evidence burdens. Professional standards are commonly anchored by the Royal Town Planning Institute’s membership rules and Code of Professional Conduct.
Demand appears likely to remain uneven because consultancy workload follows consent volumes, appeal pressure and the timing of development programmes. Specialist boutiques tend to hold their ground where local policy knowledge, inquiry experience or environmental assessment coordination is the differentiator; multidisciplinary practices are better placed when sponsors want planning, design, transport and environmental evidence within the same adviser group. The scarcity of larger revenue-scale firms suggests that acquisition interest may focus on teams with repeat developer relationships and senior practitioner depth. Fee pressure is likely to persist where statutory timetables, consultation and evidence requirements keep advisory work exposed to timetable risk.

Turnover band
Key facts
About 2% of the trading cohort reports turnover above £5M (67 of 3,076 firms) — the rest sits below that revenue band.
17% of the cohort was incorporated since 2022 (545 firms), so a sizeable share is in its first few filing cycles.
Planning consultancy work sits around the statutory development-management process rather than a single sector licence.
In England, local planning authorities determine applications in accordance with the development plan unless material considerations indicate otherwise.
Statutory decision periods are 13 weeks for major development, 10 weeks for technical-details consent and public service infrastructure development, 8 weeks for other applications, and 16 weeks where Environmental Impact Assessment applies.
English district-level planning authorities received 330,500 applications in the year ending December 2024, down 8%, and decided 316,100 applications.

How UK town planning companies work and how to sell to them
What they do
Town planning consultancies earn fees by selling advice, evidence coordination and representation around the consent process. Work is usually priced as fixed-fee phases, capped time-and-materials advice, retainers for repeat developers, or day-rate support for hearings and appeals. Small mandates may cover a single application, objection letter or planning note; larger programmes run across site promotion, consultation management, committee preparation, planning performance agreements and appeal support. Revenue depends less on software-like repeatability than on senior practitioner time, local policy knowledge and the ability to keep a scheme moving when design, ecology, transport and legal inputs are interdependent.
Who they sell to
Most town planning firms sell to property developers, land promoters, landowners, housebuilders, infrastructure sponsors, estates teams and public-sector regeneration bodies. The practical buyer is often a land director, development director, planning director, estates lead, project sponsor or regeneration officer, with finance and procurement becoming more visible on framework or public-sector work. Repeat private-sector clients tend to appoint through relationships and prior scheme experience; public-sector and infrastructure work is more likely to involve panels, tenders or framework call-offs. Sales cycles vary with scheme risk: urgent application support can move quickly, while strategic land, infrastructure and regeneration advice may be selected well before submission.
What they buy
Most town planning consultancies tend to spend on systems that protect billable time and reduce evidence friction: practice management, time recording, project accounting, CRM, proposal management, document control and secure file-sharing. Technical spend often covers mapping, site-search, policy monitoring, consultation management, environmental coordination, visualisation and planning-law update services. Larger multidisciplinary practices may also need knowledge management, resource planning, information security, HR, learning and finance tooling across offices. Services spend is usually concentrated in professional indemnity insurance, recruitment, bid writing, specialist legal support, marketing, CPD and outsourced finance or IT, particularly where partners want senior planners focused on chargeable advisory work.
Why and how to sell to them
Town planning buyers tend to evaluate suppliers when workload rises faster than senior capacity, when a new framework win changes reporting requirements, or when a practice moves into larger regeneration, infrastructure or environmental assessment work. Other triggers include a new office, senior hire, merger, rebrand, case-management backlog, or a shift from one-off applications to retained developer programmes. Outbound messages usually land better when tied to margin protection, audit trails, faster document assembly, clearer client reporting, lower rework and better bid conversion. Claims about generic productivity are less persuasive than showing how the offer reduces timetable risk, partner review time or evidence gaps.
How this list is built
Data sources
This list is built from UK Companies House filings, XBRL accounts data, and semantic analysis of each company's public website. Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.
Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
