FMCG Companies in Liverpool: 807 Active Firms (2026)
FMCG companies in Liverpool make, import and distribute high-turnover consumer goods across food, drink, household and personal-care categories.
Buying decisions tend to sit with operations, commercial, category and technical teams rather than a single buyer. Liverpool-area operators usually sell to retailers, wholesalers, foodservice buyers, convenience groups and direct-to-trade channels, with repeat orders rather than one-off consumer transactions. Engagements are commonly palletised supply agreements, private-label production runs, import and distribution mandates, or recurring fulfilment relationships. The sharper fit is with firms that already manage labelling, traceability, packaging evidence and recall procedures, not consumer brands still testing occasional production.
Across Liverpool, 807 FMCG companies are actively trading. Their stated workforce totals 1,415 people, giving the local cohort a relatively small employer footprint despite its breadth across consumer categories. The revenue-scaled tail is narrow: 27 companies exceed £5M turnover, while 295 were incorporated since 2022. That mix points to a market with many young or specialist operators, alongside a smaller set of established importers, manufacturers and distributors serving retail, wholesale and trade channels.
Rules fall by product category rather than a single FMCG licence. Food and drink operators work within Food Standards Agency expectations on prepacked-food labelling, accuracy and non-misleading claims, with retained Food Information to Consumers rules applying in Great Britain and EU food law applying in Northern Ireland. Non-food consumer goods sit under the Office for Product Safety and Standards framework for safe supply, with producer and distributor duties around traceability, risk notification and recalls, normally enforced by local trading standards. Packaging also matters, as GOV.UK guidance links importing and supplying packaging to reporting and fee obligations where thresholds are met.
Further development appears likely to favour operators with repeatable supply processes, credible technical controls and established trade routes. The cohort has a noticeable early-commercial tail, while revenue-scaled firms are comparatively scarce, so some churn and consolidation would not be surprising. Regulatory pressure tends to fall on the practical details: labelling accuracy, product safety evidence, traceability, recall readiness and packaging reporting. Buyers are likely to keep favouring suppliers that can document those controls without slowing replenishment, particularly in food, drink, household and personal-care categories where errors reach shelves quickly.

Key facts
About 3% of the trading cohort reports turnover above £5M (27 of 807 firms) — the rest sits below that revenue band.
36% of the cohort was incorporated since 2022 (295 firms), so a sizeable share is in its first few filing cycles.
FMCG spans food, drink, household and personal-care categories, so compliance depends on product type and route to market rather than one sector licence.
The Food Standards Agency says all prepacked food requires mandatory labelling, with information that is accurate and not misleading under retained Food Information to Consumers Regulation 1169/2011 in Great Britain.
The Office for Product Safety and Standards says the General Product Safety Regulations 2005 set the baseline for safe non-food consumer products in Great Britain, with duties on safety, traceability, risk notification and recalls.
Food and drink manufacturing contributes £35 billion to the UK economy and accounts for 18.8% of total UK manufacturing turnover.
ONS retail data show retail sales volumes rose by 0.7% in 2024, while food store volumes fell in 2024 and remained below recent levels.

How Liverpool FMCG companies work and how to sell to them
What they do
FMCG firms earn revenue from repeat movement of packaged goods rather than one-off projects. Margins usually come from unit sales, wholesale mark-ups, contract manufacturing fees, import and distribution spreads, or private-label production priced by case, pallet, container or run. Food, drink, household and personal-care operators also make money through listing agreements, promotional cycles and replenishment volumes, so commercial performance depends on availability, shelf-ready packaging, landed cost control and retailer compliance. The product is physical, but the sale increasingly includes operational evidence: batch records, labelling files, quality checks, delivery documentation and recall procedures that buyers can audit before placing repeat orders.
Who they sell to
Typical customers are retailers, wholesalers, foodservice groups, convenience chains, independent trade buyers and, in some categories, public-sector or contract-catering procurement teams. Decisions tend to involve commercial buyers, category managers, technical managers, supply-chain leads, operations directors and finance teams, with legal or compliance input where labelling, allergens, safety claims or packaging duties are material. Smaller engagements may begin through direct trade outreach and sample-led conversations, while larger supply relationships usually involve vendor onboarding, technical questionnaires, price files, service-level expectations and periodic retendering. Sales cycles often run from a few weeks for trade supply to several months for retailer or private-label approval.
What they buy
Most Liverpool FMCG operators tend to spend on systems and services that protect margin, service levels and compliance evidence. Common software needs include inventory planning, warehouse management, order processing, CRM, electronic trading, finance, quality management, label control, batch traceability, forecasting and trade-promotion analysis. Physical and operational spend can include packaging, warehousing, freight, cold-chain services, laboratory testing, waste handling, insurance and point-of-sale materials. Professional services usually cluster around food safety advice, product-safety reviews, employment law, customs, tax, audit, recruitment and outsourced marketing. Early-stage operators may buy lighter tools and advisory support; scaled importers, manufacturers and distributors typically need more formal workflows across sites, suppliers and customers.
Why and how to sell to them
FMCG buyers tend to evaluate suppliers when trade complexity rises: a new retail listing, private-label award, warehouse move, category expansion, senior operations hire, recall exercise, packaging-reporting deadline or margin squeeze from freight and input costs. Useful outbound angles are usually practical rather than visionary. Sellers should show how they reduce stockouts, shorten technical onboarding, improve batch visibility, cut manual reconciliation, support Food Standards Agency or local trading standards expectations, or give commercial teams clearer margin and service-level reporting. The most credible entry points are often operations, technical, supply chain and commercial roles, then finance once the cost of waste, claims, deductions or delayed orders is visible.
How this list is built
Data sources
This list is built from UK Companies House filings, XBRL accounts data, and semantic analysis of each company's public website. Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.
Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
