Public-sector suppliers provide goods and services to government, health, education, housing, utility and emergency-service buyers across the UK.
Buying centres tend to sit in procurement, finance, estates, digital, HR and operational directorates, with users ranging from local authority teams and health bodies to schools, housing providers, emergency services and regulated utility buyers. Turnover scale is uneven: 61 have reported revenue above £5M, while 2,510 were incorporated since 2022, pointing to a mix of newer tender entrants and older delivery businesses. Reported employment covers 1,971 people, so the visible headcount footprint is modest relative to the breadth of services sold into public and utility buyers. The shape fits a supplier base where consultancy, staffing, technology, estates and operational support can all sit beside product-led businesses.
Public procurement rules, rather than a single sector licence, set much of the operating context. GOV.UK describes the current Procurement Act regime as changing how public bodies buy goods and services across central government, health, local authority, education, social housing, emergency-service and utility buyers. The practical effect is more standardised process, scope for a competitive flexible procedure, payment-term obligations through supply chains and more consistent feedback for final-tender bidders. Oversight now sits partly with the Procurement Review Unit, including routes for supplier complaints, compliance scrutiny and debarment review. That matters for smaller suppliers because process discipline can be as important as technical capability.
Tender-ready micro and mid-market suppliers appear likely to keep entering the market where frameworks are broken into narrower lots, especially in consultancy, staffing, software implementation and estates support. Scale-up scarcity remains a constraint: many providers can win project work but struggle with mobilisation, assurance and reporting across several buyer sites. Payment discipline and debarment scrutiny should favour suppliers with cleaner governance, while prime contractors may continue to absorb specialist capacity through subcontracting and acquisition. The sector therefore looks less like a single growth story than a rotating pool of service niches, with public procurement process determining which firms can convert capability into repeat revenue.

From 24 February 2025, the Procurement Act 2023 changed how public bodies buy goods and services, including suppliers to government departments, the NHS, local authorities, universities, schools, social housing organisations, police and fire brigades, utility companies and other public or utility-sector buyers.
The Act introduces more standardised procurement processes, a competitive flexible procedure, wider 30-day payment-term provisions through supply chains, and more consistent feedback to final-tender bidders.

Data sources
This list is built from UK Companies House filings, XBRL accounts data, and semantic analysis of each company's public website. Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.
Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
