Insurance Broking Companies in the UK: 4,418 Active Firms (2026)
Insurance broking companies in the UK arrange insurance cover between clients and insurers under FCA-regulated intermediary rules.
Buying activity tends to split between commercial placement for SMEs and mid-market clients, specialist schemes for niche risks, wholesale intermediation, and consumer-facing comparison or affinity channels. Larger engagements are usually relationship-led, with placement, renewal, claims support and compliance processes wrapped around the client account rather than a one-off transaction. The better-fitted firms tend to have measurable revenue, defined broking and account-management teams, and financial-services governance around client money, forecasting and conduct. Enterprise customers and regulated-sector buyers usually expect documented oversight, while smaller business clients place more weight on access to suitable cover and advice at renewal.

The UK cohort contains 4,418 active insurance broking companies, making it a sizeable specialist segment within regulated financial services rather than a small niche. Scale is uneven: 98 sit above £5M turnover, while 651 incorporations since 2022 point to continuing formation at the smaller end of the market. Reported employment totals 4,341 people, concentrated among the firms with visible headcount. That employment base fits the operating model: brokers need account handlers, placement specialists, compliance staff and operations teams, but many remain relatively small advisory or distribution businesses rather than capital-heavy balance-sheet firms.
UK insurance broking sits inside the FCA perimeter for general insurance intermediation. Authorisation typically turns on threshold-conditions compliance, governance, financial forecasts, client-money arrangements where relevant, and readiness for Consumer Duty. The FCA’s supervisory focus has been practical rather than abstract: fair value, commission that reflects value provided, oversight of appointed representatives, client-money safeguarding and wind-down planning all affect how brokers run day to day. BIBA also plays a visible trade-body role, representing members with the FCA and other parts of the regulatory family.
Market development appears likely to favour brokers that can evidence conduct controls as clearly as they evidence placement capability. Compliance workload tends to rise when remuneration, fair value and appointed-representative oversight receive more supervisory attention, which may make sub-scale models harder to run. Larger broker groups have an advantage where central compliance, client-money handling and operational reporting can be spread across many accounts. Smaller specialists still have room where they own a niche client relationship or risk category, but consolidation pressure has been a persistent feature of the sector.

Key facts
About 2% of the trading cohort reports turnover above £5M (98 of 4,418 firms) — the rest sits below that revenue band.
14% of the cohort was incorporated since 2022 (651 firms), so a sizeable share is in its first few filing cycles.
BIBA puts brokers at 94% of commercial lines business, underlining the broker-led structure of UK commercial insurance distribution.
An FCA speech put broker-arranged insurance at over £74 billion each year, equal to 67% of all general insurance business and 81% of all commercial insurance business in the UK.
General insurance intermediaries seeking FCA authorisation must demonstrate threshold-conditions compliance, governance, financial forecasts and Consumer Duty readiness.
FCA supervision of brokers focuses on fair value, commission reflecting value provided, appointed-representative oversight, client-money safeguarding and wind-down planning.
Direct international broker-count comparisons are difficult because post-Brexit UK insurance intermediation is regulated and reported outside the EU/EEA framework.

How UK Insurance Broking companies work and how to sell to them
What they do
Most brokers earn revenue through insurer commission, client fees, scheme administration charges and, in some cases, ancillary advisory work around risk, claims and programme design. They sell intermediation rather than risk capacity: gathering client information, negotiating placement, arranging documentation, handling mid-term adjustments and supporting renewals. Commercial broking is usually account-led, with annual renewal cycles and periodic tender activity; consumer and affinity channels tend to be higher-volume and more process-driven. Pricing follows premium size, product complexity and service scope, so the same firm may run fee-based corporate accounts alongside commission-led SME policies and specialist schemes.
Who they sell to
Typical customers include SMEs, mid-market groups, property owners, regulated-sector buyers and consumers using affinity or comparison channels. In commercial lines, the economic buyer is often a finance director, CFO, owner-manager, risk manager or head of procurement, with operations and HR drawn in where cover touches fleets, employee benefits or workplace risk. Smaller placements can be won through referral, inbound enquiry or renewal outreach; larger accounts tend to involve broker reviews, formal tenders and negotiated service expectations. Most sales cycles are anchored to renewal dates, which makes timing, incumbent relationship quality and evidence of claims support more important than a generic product pitch.
What they buy
Most insurance broking firms tend to spend on systems that reduce rekeying across prospecting, fact-finding, placement, policy documentation, billing and renewal workflows. Common buying areas include CRM, broking administration software, document management, e-signature, client portals, management information, commission reconciliation, finance systems, call recording, cyber security, identity controls and compliance monitoring. Firms with wholesale, scheme or comparison activity may also need data feeds, pricing analytics, web conversion tooling and integration support. Services spend often sits around FCA compliance advice, client-money audits, accounting, legal review, recruitment for account handlers and compliance staff, and marketing that can be tied to renewal or lead-generation performance.
Why and how to sell to them
Insurance broking buyers tend to evaluate suppliers when operational strain meets a regulatory or commercial trigger: a new scheme launch, a broker acquisition, a change in senior compliance or operations leadership, authorisation work, appointed-representative oversight, rising renewal volumes or margin pressure from commission scrutiny. Effective outbound usually links the offer to a visible control problem rather than vague efficiency: cleaner audit trails, fewer manual hand-offs, better client-money reconciliation, faster production of board packs, or clearer evidence that remuneration reflects value. Timing matters. Approaches close to renewal season, integration planning or FCA-facing remediation work are more credible than broad financial-services messaging.
How this list is built
Data sources
This list is built from UK Companies House filings, XBRL accounts data, and semantic analysis of each company's public website. Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.
Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
