Labour Supply Companies in the UK: 10,000+ Active Firms (2026)
Labour supply companies provide temporary workers, agency staff and contract labour to hirers across the UK economy.
Buying centres tend to split between site operations, HR and procurement. Industrial, logistics, agricultural and processing hirers often buy for shift cover and seasonal peaks, while commercial, professional and public-sector customers are more likely to use framework agreements, preferred-supplier lists or project-based contract labour. Engagements range from short-notice placements for individual shifts to managed assignment pools where the agency handles onboarding, payroll coordination, right-to-work checks and assignment changes. The operating model favours firms able to manage high volumes of workers without losing control of compliance, worker communications and availability.

The UK cohort contains 10,790 actively trading labour supply companies. The shape is broad: specialist agencies can operate with lean internal teams and local client bases, while the largest operators by reported turnover carry much higher administrative, payroll and compliance capacity. Reported employment across the cohort is 25,046 staff, covering the internal workforce that appears against these firms rather than the full population of temporary workers placed with hirers. That distinction matters in labour supply, where commercial scale is often reflected in payroll throughput and assignment volume as much as in permanent headcount.
Agency work sits under employment-business rules rather than a sector-wide licence. The Agency Workers Regulations give agency workers access to hirer facilities and vacancy information from the start of an assignment, with equal treatment on pay and basic working conditions after the qualifying period in the same job. Enforcement has moved from the Employment Agency Standards Inspectorate to the Fair Work Agency. Labour providers supplying agriculture, horticulture, shellfish gathering and associated processing or packaging work normally face a further licensing test: a Fair Work Agency gangmaster’s licence is required for covered work, including where the labour is temporary or agency supplied.
Recent formation patterns point to a long tail of early-commercial agencies, many of which appear to be built around local hirer relationships, sector knowledge or founder-led recruitment networks. Scale-up scarcity is likely to keep the market fragmented, especially where labour supply depends on branch coverage, worker availability and client trust rather than software alone. Compliance pressure tends to favour operators with documented onboarding, pay and assignment controls. Consolidation may continue around higher-volume niches, but smaller specialists should remain relevant where employers need responsive shift cover or hard-to-source workers.

How UK labour supply companies work and how to sell to them
What they do
Labour supply firms make money by placing workers with hirers and charging an hourly or daily rate that bundles pay, holiday accrual, statutory employment costs, insurance, administration and margin. They earn gross profit from the spread between wage cost and client charge-out, plus administrative fees for payroll-only, temporary-to-permanent transfer, neutral-vendor coordination or managed assignment pools. Service delivery is operational as much as commercial: sourcing workers, checking eligibility, matching availability, collecting timesheets, resolving absences and billing hirers. The product is not a licence sale; it is a labour pipeline supported by branch teams, scheduling processes and compliance controls.
Who they sell to
Buyers are usually close to the work that needs covering. A site manager or operations lead may approve emergency cover, while HR, finance and procurement shape preferred-supplier terms, pay governance and credit checks. Public-sector and larger private-sector accounts tend to use tenders, frameworks or supplier panels; smaller hirers often buy through direct local relationships and repeat bookings. Sales cycles follow risk. Spot cover can convert quickly if compliance is credible, but multi-site contracts involve rate benchmarking, service-level negotiation, insurance review and sign-off from several functions. Contract value usually follows hours worked, worker grade and margin rather than seat count.
What they buy
Most labour supply firms tend to spend on systems that reduce manual handling across candidate acquisition, onboarding, scheduling, time-and-attendance, payroll, invoicing and credit control. Compliance tooling matters because document checks, worker status, assignment histories and auditable communications need to be retrievable when a client, regulator or insurer asks. They also buy recruitment marketing, job advertising, screening services, employment-law advice, accounting, tax support, cyber security, telephony and analytics. Revenue and headcount figures come from the most recent filed accounts; where the company has not filed, values are estimated using a model trained on filed history and peer benchmarks and are labelled as estimates.
Classification
Rather than relying solely on SIC codes, Firmbase classifies each company semantically: the company's website is crawled, an AI model reads what the company actually sells, and the company is placed into the relevant industry and subsectors. SIC codes are used as one signal but not the only one. This means a company that registered under a generic SIC code but pivoted into (for example) fintech is correctly identified as fintech, not as its original SIC category.
Freshness
The underlying company data is refreshed from Companies House continuously; filings appear in the list within days of submission. The curated list ordering is regenerated when the underlying data moves meaningfully (company count changes by more than 5%, a new company enters the top-ranked segment, or the filed-revenue numbers for the top firms change). You can see the last-updated timestamp near the top of the page.
